In Italy, migrants who are victims of crime and do not possess a residence permit are afraid to approach law enforcement to report the crime, fearing criminal prosecution and/or expulsion from the country due to their irregular status.
The European project Safe Reporting, conducted in Italy by the research unit of the Department of Legal Sciences "Cesare Beccaria" consisting of Marco Scoletta (P.I.), Sara Bianca Taverriti, and Francesca Vitarelli, aims to shed light on this issue and promote mechanisms that ensure equality and effectiveness in access to justice in EU countries.
To this end, a socio-legal study dedicated to free and safe access to justice for crime victims with irregular migration status has been conducted, with particular attention to the crime reporting phase.

In the subsequent phases of the project, thanks to the partnership with the Municipality of Milan and the NGO Cooperativa Lotta contro l'Emarginazione, activities to disseminate the research findings will be organized and repeated in the future through workshops and communication campaigns, as well as training sessions for social workers and police, with the aim of improving the functioning of the justice system for foreigners with irregular migration status.
In particular, the training days for social workers and police, in addition to providing a theoretical framework of the topics addressed, include the simulation of practical cases to be resolved by enhancing the multi-agency approach among the municipal social protection network, NGOs, and police forces.
