The Security Bill and the new offence of rioting in prisons and in the reception and detention centres for migrants

The draft law on Public Security, approved on November 16, 2023 by the Italian Council of Ministers and currently under discussion by the competent Parliamentary Committee, proposes to introduce, among various other innovations, two new offences, in order to punish episodes of “riot” occurring in prisons or reception and detention centres for migrants.

Interested in publishing a comment on this draft law, the news agency Reuters got in touch with our Legal Clinic, in order to have a discussion on the issue and especially questioning the existence of similar regulations in other legal systems.

Then the Legal Clinic started a research work with a comparative approach, which led to the a paper, published in Sistema Penale, by Dr. Cecilia Pasini: The Security Bill and the new offence of rioting in prisons and in the reception and detention centres for immigrants.
